Understanding Hermann Park’s Position on the Proposed Ben Taub Expansion (as of Jan. 29, 2026)

Harris Health has proposed acquiring approximately nine acres of Hermann Park in Bayou Parkland West to expand the Ben Taub Hospital campus. This is public parkland, and any proposed use of it for another public purpose is governed by Chapter 26 of the Texas Parks and Wildlife Code, which sets a high standard to minimize harm and requires a public process.

Hermann Park Conservancy exists to protect and strengthen Hermann Park for everyone who depends on it. In a moment like this, our job is to bring seriousness, creativity, and resolve to the table so Houston does not have to choose between two essential public goods: a strong healthcare system and a great public park.

We have worked hard to identify an alternative that helps address Harris Health’s real campus needs while better protecting the Park. A key part of that alternative is relocating the parking garage currently planned for the Warnecke Tract out of Bayou Parkland West and building the Fannin Parking Garage at the existing public parking area along Fannin that already serves park visitors. This approach is consistent with the Master Plan’s long-standing direction to expand park access in this location.

If formally committed, fully resourced, and delivered, the Fannin Parking Garage would meaningfully improve park access and safety. The concept includes a pedestrian overpass over Fannin connecting directly into the Commons so visitors can begin their park experience quickly and safely. The structure would be embedded in a landform to fit the park aesthetic, protect the historic oak allée, and preserve iconic views down Main Street. Parking would be free for park users.

We appreciate the leadership and collaboration that have brought the parties closer to an agreed-upon path forward. We look forward to working with the City, County, TIRZ 28, and Harris Health to finalize a term sheet that memorializes commitments and supports delivery.
