Understanding Hermann Park’s Position on the Proposed Ben Taub Expansion (as of March 18, 2026)

We take the condemnation of parkland very seriously. Hermann Park exists for the public, and our responsibility is to protect and strengthen it for everyone who depends on it.

The use of public parkland for the expansion of the Ben Taub Hospital campus falls under Chapter 26 of the Texas Parks and Wildlife Code, which requires a high standard to minimize harm and a public process.

Our focus has been to help ensure Houston does not have to choose between two essential public goods: a strong healthcare system and a great public park. To that end, we have worked to identify a path forward that helps meet institutional healthcare needs while protecting the Park.

A key element in minimizing harm to the Park, as required by Chapter 26, is the relocation of a much-needed parking garage that was originally planned for Bayou Parkland West and included in the TIRZ 28 project plan. We have worked to identify a sufficiently suitable location by shifting that garage to an existing public parking area along Fannin. This approach aligns with the Park’s Master Plan and focuses on improving access and safety.

If delivered, the Fannin Parking Garage would provide safe, direct access into the Park, including a pedestrian connection into the Commons, while being designed to fit the park landscape and preserve key features.

This approach also supports a longer-term goal: reducing pressure on the Park’s interior and moving closer to restoring the heart of Hermann Park as a more connected, people-centered landscape.

We appreciate the collaboration among the City, County, TIRZ 28, and Harris Health, including Harris County’s financial commitment toward the garage. A funding gap remains, and we are working with partners to ensure a clear path to delivery.

Hermann Park has already contributed land over time to support the growth of the Texas Medical Center. It is our sincere hope that this is the last time the Park is asked to give up acreage.
